ICF Training for specialists from Alba County Social Assistance and Child Protection Department

During October 24 – November 2, 2017, Motivation trainers delivered a training session on the International Classification of Functioning, Disability and Health (ICF) for the Alba county Social Assistance and Child Protection Department (DGASPC Alba).

The one-week course was attended by 40 staff from several departments providing complex assessment to children, case management for children with disabilities, quality management of family-like and residential services for children and adults. Participants learned about the integrative model of functioning and disability, and practiced using the ICF in rehabilitation management and disability assessment.

Motivation promotes the implementation of the International Classification of Functioning, Disability and Health (ICF) in social inclusion services for persons with disabilities in Romania. The ICF is an instrument of the World Health Organization, that encourages specialists working in social services to adopt ability centered principles when working with persons with disabilities. The ICF thereby aims to change the current approch to disability, which in Romania remains predominantly medical.

The ICF proposes to apply a bio-psycho-social model, that looks at the individual as a unit, taking into account their health condition (medical) as well as the activities they can perform (social) with or without assistive devices, in different environments, according to their abilities. By using the ICF, specialists will have a common language as well as comprehensive statistics about those they assess – including by type of disability, abilities, results of the rehabilitation programs they attend/have attended. They will also be able to plan long term objectives for an effective social inclusion intervention.
