Procedur\u0103 de atribuire: achizitie directa <\/strong>\u00een conformitate cu prevederile Ordinului MFE nr. 1120\/15.10.2013 publicat \u00een Monitorul Oficial, Partea I nr. 650 din data de 22 octombrie 2013 <em>privind aprobarea Procedurii simplificate aplicate de beneficiarii priva\u0163i \u00een cadrul proiectelor finan\u0163ate din instrumente structurale, obiectivul &#8220;Convergen\u0163\u0103&#8221;, precum \u015fi \u00een cadrul proiectelor finan\u0163ate prin mecanismele financiare SEE \u015fi norvegian pentru atribuirea contractelor de furnizare, servicii sau lucr\u0103ri<\/em><\/p>\n<p><strong>7. Descrierea obiectului contractului de achizi\u0163ie\/Specifica\u0163ii tehnice<\/strong><\/p>\n<p>\u00cen vederea implement\u0103rii corespunz\u0103toare a componentelor activit\u0103\u0163ii A71. si A7.3 din cadrul proiectului, cofinan\u0163at din FSE prin POSDRU 2007-2013 \u2013 <strong><em>\u201eMotivare pentru ocupare\u201d<\/em><\/strong>, beneficiarul privat FUNDATIA MOTIVATION ROMANIA dore\u015fte prestarea de servicii de \u00eenchiriere sal\u0103 \u015fi catering. Contractul se va derula \u00een conformitate cu prevederile legislative na\u0163ionale \u015fi europene referitoare la fondurile structurale, \u00een special la FSE cu\u00a0 prevederile condi\u0163iilor Generale \u015fi Speciale ale contractului de finan\u0163are, Ghidul solicitantului, Manualul beneficiarului elaborate de AMPOSDRU \u015fi Ordinului 1120\/15.10.2013.<\/p>\n<p>Pentru desf\u0103\u015furarea acestor servicii Ofertantul trebuie s\u0103 aib\u0103 \u00een vedere s\u0103 oferteze o <strong>singur\u0103 loca\u0163ie hotelier\u0103 de minim 3 stele <\/strong>\u00een care se vor desf\u0103\u015fura toate serviciile\/activit\u0103\u0163ile mai jos men\u0163ionate.<\/p>\n<p><strong><em>Servicii de asigurare\/\u00eenchiriere sal\u0103 <\/em><\/strong><\/p>\n<p><strong>Necesar: <\/strong><\/p>\n<ul>\n<li>1 sal\u0103 de organizare eveniment\/sesiune disponibil\u0103 \u00een perioade succesive de cate 2 zile a maxim 5 sesiuni<\/li>\n<li>Sala va fi disponibila cu comanda prealabila intre luna ianuarie \u2013 septembrie 2015.<\/li>\n<li>Prima sesiune de cate 2 zile succesive va fi organizata intre 29-30 ianuarie 2015. Pentru urmatoarele 4 sesiuni data exacta va fi specificata prin comanda, cu cel putin 5 zile inainte de organizarea evenimentului. Evenimentele se vor intinde pe o durata de timp de la semnarea contractulul pana in luna septembrie 2015, inclusiv. In medie vom avea 13 participanti\/ eveniment; numarul poate sa difere cu +\/- 3 persoane. Vor fi notificati cu cel putin 24 ore inainte de fiecare eveniment cu privire la numarul exact de persoane participante<\/li>\n<li>Sala va respecta urm\u0103toarele criterii arhitecturale:<\/li>\n<\/ul>\n<p>\u00fc <em>S\u0103 fie suficient de spa\u0163ioas\u0103\u00a0 &#8211; minim 39 de metri p\u0103tra\u0163i ;<\/em><\/p>\n<p>\u00fc <em>capacitate de acomodare pentru aproximativ 13 participan\u0163i \u00een medie, cu posibilit\u0103\u0163i variate de aranjare, curat\u0103 \u015fi cu mobilier modular, amplasabil \u00een func\u0163ie de necesit\u0103\u0163ile Beneficiarului. <\/em><em>Numarul participantilor poate sa difere cu +\/- 3 persoane. Prestatorul va fi notificat cu cel putin 24 ore inainte de fiecare eveniment cu privire la numarul exact de persoane participante;<\/em><\/p>\n<p>\u00fc <em>S\u0103 nu aib\u0103 st\u00e2lpi de sus\u0163inere, pere\u0163i desp\u0103r\u0163itori sau alte elemente arhitecturale ce ar putea \u00eempiedica vizibilitatea persoanelor aflate \u00een sal\u0103. <\/em><\/p>\n<p>\u00fc <em>S\u0103 aib\u0103 lumin\u0103 natural\u0103, dar cu posibilitatea de proiec\u0163ie \u00een condi\u0163ii bune<\/em><\/p>\n<p>\u00fc <em>S\u0103 fie izolat\u0103 fonic \u015fi separat\u0103 prin pere\u0163i desp\u0103r\u0163itori de alte \u00eenc\u0103peri ale unit\u0103\u0163ii de cazare, astfel \u00eenc\u00e2t participan\u0163ii s\u0103 nu fie deranja\u0163i de activit\u0103\u0163i desf\u0103\u015furate \u00een apropierea s\u0103lii (spre exemplu, nu se accepta organizarea evenimentelor in locatii de servire a meselor, de tip restaurant, bar etc). <\/em><\/p>\n<p>\u00fc Sala va fi dotat\u0103 cu urm\u0103toarele echipamente tehnice\/resurse umane care vor fi incluse \u00een pre\u0163ul s\u0103lii: <em>videoproiector , ecran de proiec\u0163ie , flipchart cu consumabile aferente, internet gratuit, aer condi\u0163ionat, Acces prize, prelungitoare (minim 2 la cerere)<\/em><\/p>\n<p>\u00fc <em>tehnician pentru asigurare func\u021bionare \u0219i asisten\u021b\u0103 tehnic\u0103 pentru echipamentele puse la dispozi\u021bia Achizitorului pe tot parcursul derul\u0103rii evenimentului.<\/em><\/p>\n<ul>\n<li>Prestatorul va asigura marcarea corespunz\u0103toare a spa\u0163iilor \u00een care se vor desf\u0103\u0219ura activit\u0103\u0163ile accesorii reuniunii: catering si pauzele de cafea.<\/li>\n<li>Prestatorul va asigura unui spa\u021biu de recep\u021bie adecvat \u00een imediata proximitate a s\u0103lii de reuniuni, pentru pauza de cafea, in cazul in care Achizitorul specifica acest lucru in comanda.<\/li>\n<\/ul>\n<p><strong>Ofertantul va prezenta in oferta tehnica<\/strong> propunerile de\u00a0 hoteluri, denumirea \u0219i suprafe\u021bele s\u0103lii\/s\u0103lilor ofertate, criterii arhitecturale, dotarea salii\/salilor, marcajul acestora, spatii de receptie etc.<\/p>\n<p>Achizitorul \u00ee\u015fi rezerv\u0103 dreptul de a vizita sala propus\u0103 \/ s\u0103lile propuse pentru a verifica conformitatea acestora cu prevederile din propunerea tehnic\u0103 \u0219i caietul de sarcini.<\/p>\n<p>Sala va fi accesibil\u0103 \u015fi persoanelor aflate \u00een scaun rulant.<\/p>\n<p><strong><em> Servicii de catering\/bufet suedez pentru participan\u0163i<\/em><\/strong><\/p>\n<p><strong>Necesar: <\/strong><\/p>\n<ul>\n<li>serviciile de catering vor fi prestate in regim bufet suedez sau per portie in functie de necesitatile Achizitorului;<\/li>\n<li>Serviciile de catering vor fi prestate zilnic pentru fiecare sesiune organizata de Achizitor<\/li>\n<li>Serviciile sunt necesare intre 29-30 ianuarie 2015 pentru prima sesiune de cate 2 zile succesive. Pentru urmatoarele 4 sesiuni data exacta va fi specificata prin comanda, cu cel putin 5 zile inainte de organizarea evenimentului\/sesiunii. Evenimentele\/Sesiunile se vor intinde pe o durata de timp de la semnarea contractulul pana in luna septembrie 2015, inclusiv. In medie vom avea 13 participanti\/ eveniment; numarul poate sa difere cu +\/- 3 persoane. Vor fi notificati cu cel putin 24 ore inainte de fiecare eveniment cu privire la numarul exact de persoane participante<\/li>\n<li>Meniul de catering va con\u0163ine (m\u00e2ncare cald\u0103 minim 2 sortimente din care minim 2 tipuri de supe\/ciorbe\/creme, cel putin 2 feluri principale, 2 sortimente de salate, minim 2 tipuri de desert) intr-o cantitate direct proportionala cu necesitatile participantilor, dar numai putin de numarul efectiv al participantilor..<\/li>\n<li>Gama de bauturi: ap\u0103 plat\u0103 si mineral\u0103 intr-o cantitate direct proportionala cu necesitatile participantilor, dar numai putin de numarul efectiv al participantilor.<\/li>\n<\/ul>\n<p><strong>Condi\u0163ii minime \u015fi obligatorii pentru asigurarea cateringului\/bufetului suedez:<\/strong><\/p>\n<ul>\n<li>Servirea se va realiza \u00eentr-o loca\u0163ie special conceput\u0103 din acela\u015fi loca\u0163ie\/hotel propus de Ofertant.<\/li>\n<li>Meniul se va stabili de comun acord de c\u0103tre reprezentantul hotelului \u0219i Funda\u021bia Motivation Romania.<\/li>\n<li>Ofertantul va asigura op\u021biunea de ajustare a meniului, \u00een func\u021bie de cerin\u021be, pentru vegetarieni.<\/li>\n<li>Ora de servire va fi comunicat\u0103 Prestatorului cu cel pu\u0163in 1 zi \u00eenainte de prestare, \u00een func\u0163ie de agenda reuniunii.<\/li>\n<li>Alte necesit\u0103\u0163i privind asigurarea cateringului: mese pentru servire si consum propice servirii de alimente si bauturi, personal calificat, vesela din por\u0163elan\/sticl\u0103 (exclus vesel\u0103 \u015fi tac\u00e2muri din plastic).<\/li>\n<\/ul>\n<p><strong>Ofertantul va prezenta:<\/strong><\/p>\n<ul>\n<li>propunerile de\u00a0 hoteluri, loca\u0163ia de asigurare a bufetului suedez<\/li>\n<li>\u00een propunerea tehnic\u0103 minim 2 op\u0163iuni de bufeturi care s\u0103 cuprind\u0103 necesarul de mai sus.<\/li>\n<\/ul>\n<div>\n<p><strong>Aten\u0163ie<\/strong><strong>!Num\u0103rul persoanelor care vor fi beneficia de catering este estimativ si poate varia \u00een func\u0163ie de persoanele efectiv care vor participa la eveniment. Reducerea num\u0103rului de participan\u0163i ca urmare a neprezent\u0103rii acestora la eveniment nu impune Achizitorului obliga\u0163ia de a achita costurile legate de respectivele serviciile neprestate!<\/strong><\/p>\n<\/div>\n<p><strong><em>Servicii de asigurare pauz\u0103 de cafea pentru participan\u0163i<\/em><\/strong><\/p>\n<p><strong>Necesar: <\/strong><\/p>\n<ul>\n<li>Serviciile de asigurare pauze de cafea vor fi prestate zilnic pentru fiecare sesiune organizata de Achizitor.<\/li>\n<li>Zilnic vor fi servite 2 pauze de cafea\/participant (dimineata + dupa amiaza)<\/li>\n<li>Serviciile de asigurare pauze de cafea sunt necesare intre 29-30 ianuarie 2015 pentru prima sesiune de cate 2 zile succesive. Pentru urmatoarele 4 sesiuni data exacta va fi specificata prin comanda, cu cel putin 5 zile inainte de organizarea evenimentului\/sesiunii. Evenimentele\/Sesiunile se vor intinde pe o durata de timp de la semnarea contractului pana in luna septembrie 2015, inclusiv. In medie vom avea 13 participanti\/ eveniment; numarul poate sa difere cu +\/- 3 persoane. Vor fi notificati cu cel putin 24 ore inainte de fiecare eveniment cu privire la numarul exact de persoane participante<\/li>\n<li>pauza de cafea se va servi participan\u021bilor \u00een fiecare din cele zi a reuniunii\/evenimentului\/sesiunii \u0219i va include cafea, ceai, zah\u0103r \u0219i lapte pentru cafea, ap\u0103 plat\u0103 \u0219i mineral\u0103 \u00eembuteliat\u0103, produse de patiserie dulci \u0219i s\u0103rate, serve\u021bele, linguri\u021be.\u00a0 Produsele si bauturile din cadrul coffe break vor fi asigurate de prestator intr-o cantitate direct proportionala cu necesitatile participantilor, dar numai putin de numarul efectiv al participantilor la eveniment.<\/li>\n<\/ul>\n<p><strong>Condi\u0163ii minime \u015fi obligatorii pentru asigurarea pauzei de cafea:<\/strong><\/p>\n<ul>\n<li>Servirea pauzei de cafea se va realiza \u00eentr-o loca\u0163ie special conceput\u0103 din acela\u015fi hotel propus de Ofertant, respectiv \u00een sala de eveniment \u00een care se va desf\u0103\u0219ura cursul sau \u00een imediata apropiere a acesteia, suficient de mare pentru a permite deservirea \u00een bune condi\u021bii a unui num\u0103r in medie de aproximativ 13 persoane<\/li>\n<li>Orele de servire a pauzelor de cafea vor fi comunicate prestatorului de servicii cu cel pu\u0163in 2 zile \u00eenainte de organizarea reuniunii, \u00een baza agendei Achizitorului.<\/li>\n<li>Num\u0103rul exact de participan\u021bi se va comunica Prestatorului cu 2 zile \u00eenaintea fiec\u0103rui curs.<\/li>\n<\/ul>\n<p><strong>Ofertantul va prezenta:<\/strong><\/p>\n<ul>\n<li>propunerile de\u00a0 hoteluri, loca\u0163ia de asigurare a pauzelor de cafea<\/li>\n<\/ul>\n<div>\n<p><strong>Aten\u0163ie<\/strong><strong>!Num\u0103rul persoanelor care vor fi beneficia de pauze de cafea este estimativ si poate varia \u00een func\u0163ie de persoane efectiv care vor participa la reuniune. Reducerea num\u0103rului de participan\u0163i ca urmare a neprezent\u0103rii acestora la eveniment nu impune Achizitorului obliga\u0163ia de a achita costurile legate de respectivele serviciile neprestate!<\/strong><\/p>\n<\/div>\n<p><strong>8. Valoarea estimat\u0103 a contractului de achizi\u0163ie public\u0103:<\/strong> <strong>maxim 12257,30 LEI f\u0103r\u0103 TVA<\/strong><em>,<\/em> <em>respectiv <strong>2717,20 <\/strong>Euro f\u0103r\u0103 TVA la cursul BNR din data de 21.01.2015, 1Euro= <strong>4,5110 <\/strong>Lei.<\/em><\/p>\n<p><strong>9. Cerin\u021be minime de calificare: <\/strong><\/p>\n<p><strong>a) <\/strong><strong>Ofertantul trebuie s\u0103 demonstreze c\u0103 NU SE AFL\u0102 \u00een situa\u0163iile descrise \u00een <\/strong><strong>Declara\u0163ia privind eligibilitatea<\/strong> <strong>&#8211; <\/strong><strong>Formular nr. 2<\/strong><\/p>\n<p><strong>b) <\/strong><strong>Ofertantul trebuie s\u0103 demonstreze c\u0103 particip\u0103 la licita\u0163ie cu ofert\u0103 independent\u0103 \u2013 Formular 3<\/strong><\/p>\n<p><strong>c) <\/strong><strong>Ofertantul trebuie s\u0103 demonstreze c\u0103 nu se afla \u00een conflict de interes cu angaja\u0163ii Achizitorului men\u0163iona\u0163i \u00een prezentul anunt \u2013 Formular 4<\/strong><\/p>\n<p><strong>d) <\/strong><strong>Ofertantul trebuie s<\/strong><strong>a dovedeasc\u0103 forma de \u00eenregistrare precum si obiectul de activitate \u2013 prezentare Certificat de \u00eenregistrare, Formular nr. 5 \u2013 Informa\u0163ii generale \u015fi Formular nr. 6 \u2013 Declara\u0163ie privind calitatea de participant la procedur\u0103<\/strong><\/p>\n<p><strong>e) <\/strong><strong>Prezentarea ofertei tehnice<\/strong><\/p>\n<p><strong>f) <\/strong><strong>Prezentarea ofertei financiare<\/strong><\/p>\n<p><strong>10. Criteriul de atribuire aplicat pentru stabilirea ofertei c\u00e2\u015ftig\u0103toare<\/strong>: pretul cel mai scazut.<\/p>\n<p><strong>11. Modul de prezentare a ofertei<\/strong><\/p>\n<p><strong>a) <\/strong><strong>Fiecare document de calificare va fi semnat de reprezentantul legal al firmei. \u00cen cazul \u00een care acestea sunt semnate de o alt\u0103 persoan\u0103, aceasta va prezenta o \u00eemputernicire.<\/strong><\/p>\n<p><strong>b) <\/strong><strong>Limba de redactare a ofertei: rom\u00e2n\u0103<\/strong><\/p>\n<p><strong>c) <\/strong><strong>Moneda \u00een care este exprimat pre\u0163ul contractului: lei<\/strong><\/p>\n<p><strong>d) <\/strong><strong>Perioada minim\u0103 de valabilitate a ofertei: \u00a0minim 20 de zile<\/strong><\/p>\n<p><strong>e) <\/strong><strong>Oferta tehnica va fi \u00eentocmit\u0103 astfel \u00eenc\u00e2t Achizitorul s\u0103 poat\u0103 verifica corespondenta propunerii tehnice cu specificatiile tehnice minimale<\/strong><\/p>\n<p><strong>f) <\/strong><strong>Propunerea financiar\u0103 va fi \u00eentocmit\u0103 \u00een LEI cu prezentarea TVA separat. Lipsa formularului de ofert\u0103 = lips\u0103 ofert\u0103, respectiv lipsa actului juridic de angajare \u00een contract, va fi respins\u0103 ca neconform\u0103.<\/strong><\/p>\n<p><strong>g) <\/strong><strong>Ofertele trebuie depuse p\u00e2n\u0103 la data limit\u0103 de depunere a ofertelor. Ofertele trebuie s\u0103 con\u0163in\u0103 un dosar al ofertei grupat \u00een trei sec\u0163iuni separate, marcate corespunz\u0103tor cu: Sec\u0163iunea A \u2013 Documente de calificare, Sec\u0163iunea B &#8211; Oferta Tehnic\u0103 \u015fi Sec\u0163iunea C &#8211; Oferta Financiar\u0103 inserate \u00eentr-un singur plic. Pe pachetul exterior se vor scrie urm\u0103toarele informa\u0163ii:<\/strong><\/p>\n<ol>\n<li><strong>a. <\/strong><strong>Numele achizitorului si adresa unde trebuie depuse ofertele <\/strong><\/li>\n<li><strong>b. <\/strong><strong>Denumirea contractului\/ Titlul achizi\u0163iei pentru care se depune oferta <\/strong><\/li>\n<li><strong>c. <\/strong><strong>Cuvintele \u201cA nu se deschide \u00eenaintea sesiunii de deschidere a ofertelor\u201d;<\/strong><\/li>\n<li><strong>d. <\/strong><strong>Numele ofertantului. <\/strong><\/li>\n<li><strong>e. <\/strong><strong>ID proiectului \u015fi denumirea titlul proiectului POSDRU<\/strong><\/li>\n<\/ol>\n<p><strong>12. Condi\u0163ii de plat\u0103 <\/strong><\/p>\n<p>Plata se va face pe baz\u0103 de factur\u0103, dupa \u00eencheierea unui Proces Verbal de Recep\u0163ie f\u0103r\u0103 obiec\u0163iuni prin care achizitorul\/beneficiarul-cump\u0103r\u0103tor \u015fi ofertantul\/furnizorul-v\u00e2nz\u0103tor constat\u0103 faptul c\u0103 serviciile au fost prestate corespunz\u0103tor \u015fi la termen.<\/p>\n<p><strong>Pe factura se va specifica<\/strong>: <em>Titlul proiectului POSDRU, Num\u0103rul de identificare al contractului, Denumire achizitie, Nr. contract achizitii, cont bancar.<\/em><\/p>\n<p>Plata se va face in termen de maxim 30 de zile de la semnarea procesului verbal de receptie.<\/p>\n<p><strong>13.
